We are looking to hire a District Head of Ocean Freight, West responsible for all relevant Ocean Freight affairs within the District. This position will functionally lead all Ocean Freight departments within the District, ensure excellence and execution internally and towards customers, support and drive business development, productivity, pricing and procurement to optimize profitability.

The primary purposes of this role are:

i. To ensure operational processes, guidelines and compliance are implemented in the District, incl. reported and aligned localization and continuous improvement is motivated.

ii. Set and align the local (District & BU) strategy to the Global and Regional Ocean Freight Strategy and execute accordingly.

Key Tasks

Ocean Freight Operational Execution

• Define, optimize and implement Corporate / Regional / District standards & guidelines as directed, as long as in line with legislation, else present localized adjustments.

• Provide feedback on procedures and give guidance to efficiently analyze and qualify potential improvement initiatives, driving timely implementation within the organization and monitoring adherence to implemented standards

• Support the development of process guidelines and templates to assist implementation and adhere to standardized processes

• Support the development of a cross-functional planning schedule to synchronize all planning processes and ensure adherence to this schedule by respective organizations

• Define KPI framework to be applied in the District for SLAs with carriers and NVOCCs, aligned with Ocean Freight Management

• Monitor performance (sub-contractors, productivity, quality of service, data, incident mgmt..) and initiate, implement and control corrective actions as well as continuous improvement

• Evaluate and monitor operational risks, ensure contingency planning, and implement corrective actions within District

• Implement and execute Pantainer Instructions

• Support analyses and usage of EDI Interfaces and Ocean Freight FCL & LCL applications

• Monitor data quality standards and drive data quality across BU’s within District

• Monitor execution of and compliance with LCL route network grid to/from worldwide CFS locations within defined scope of responsibility

• Monitor & ensure 100% compliance with government rules & regulations related to execution of NVOCC Carrier & Freight Forwarder services (FMC, EAR, ISF, IMO, IMDG, etc)

• Monitor compliance with reporting of volumes/statistics per Panalpina Global standards

• Define, evaluate and monitor performance of BU Ocean Managers / key Ocean employees within District

• Final approval authority for hiring of all BU Ocean Managers within the District

• Drive continuous improvement of BU Ocean Freight operations

• Manage financial processes and transactions in accordance with company policy and law, optimizing cost-effectiveness of ocean freight activities

• Monitor Ocean Product productivity & Profitability within the District to ensure proper staffing to execute against workload while keeping Personnel Expenses (PE) under control to ensure profitability

Trade Lane / network Management & Procurement (FCL and LCL)

• Execute and monitor VOC/NVOCC Carrier policy/Strategy and align with respective management levels

• Maintain and cultivate regular contacts with carriers and vendors at District level, negotiate within scope

• Ensure that allocation management via capacity agreements for FCL are maintained in the respective systems (MSPP)

• Interface between Business Unit Ocean Freight and Country / Regional Management in successfully managing complimentary with Trade Lane Management

• Actively engage in preparation of successful launch and ocean freight IT applications

• Prepare and manage all relevant product information needed by Corporate Ocean Freight LCL to maintain data in Ocean Freight LCL product modules

• Compliment TLM procurement against scope with respect to volumes and carriers and initiate and track corrective actions as required to optimize file level profitability

• Provide market trends to Ocean Trade Lane Management & Procurement teams in regards to pricing and ensure respective and successful speed of execution in the district

• Facilitate and maintain buying / selling rate visibility and understanding of usage

• Travel to meet with overseas clients and colleagues as required to build necessary relationships – both internally and externally – and to facilitate growth of Ocean FCL & LCL volumes, increase productivity and maximum profitability.

Support of Sales Functions

• Assure proper information flow with sales colleagues on changes and/or challenges with customers

• Execute Sales strategy jointly with Marketing & Sales to fulfill aligned Ocean Freight (FCL & LCL) growth targets

• Partner with District Head of Marketing & Sales in pipeline creation, validation and respective strategic pricing

• Assume leading role as Ocean Product “Subject Matter Expert” in client meetings within District to facilitate business opportunities

• Validate and construct market conform MSR / pricing based on market feedback by sales teams

• Provide RFQ support to Tender Management on pricing, consolidation opportunities, and network requests

Business Implementation

• Lead the business implementation process for product Ocean Freight, analyze and correct root cause based obstacles, connect and align with support functions and the BIM teams.

• Emphasis on solving network and customer interventions, self-driven or communicated through Management to establish a sustainable relationship.

General Management

• Functional management of all BU Ocean Freight Managers within District

• Fully utilize benefits of Shared Service Centers and Ocean Service Centers

• Escalate quality / performance issues to respective persons in charge on all levels to ensure corrective actions on time

• Manage financial and currency processes and transactions in accordance with company policy and law & regulations, optimizing cost-effectiveness of all Ocean Freight activities

• Identify talent, lack of talent, hire talent to ensure continuous development and upgrade the Ocean Freight Organization with skilled, motivated employees, considering succession planning, network interchange, customer orientation and result-based execution

• Monitor business development, budget adherence and conclude corrective actions with Management on all layers of influence and impact

Budget preparation in conjuction with District Manager and CHoOF

Decision Making Authority

• Authorities and empowerment based on the Panalpina Catalogue of Competencies, delegated by the District Manager and/or Regional Head of Ocean Freight to enable, ensure and enforce execution against agreements and targets.

Educational background / Work experience

• Minimum 5-10 years of industry experience in freight forwarding

• Minimum 5 years of experience in personnel management and leadership, including recruitment, training & development, coaching, conflict and performance management

Language skills

• Fluent in English (written and spoken)

• Other languages (written and spoken) preferred

Computer Literacy

• IT experience regarding Sea freight operations systems and MS Office
